Abstract:
The projection of environmental controversies to the public sphere constitute an emergent of the phenomenon characterized as “technoscience”: a complex network of diverse agents, values and interests articulated around science-and-technology based projects of high impact on the social contexts and processes in which they are inserted.This paper discusses some aspects related to the social mobilization of the Gualeguaychu (Entre Ríos) community, which is considered as a turning point in citizen participation practices in scenarios of this type. The approach focuses on (a) the organization and mobilization mechanisms of the community (b) the social appropriation of expert knowledge and (c) the adopted strategies of collective action. We reflect on the impact of “civic resistance” and whether it can be considered as a result of citizen empowerment and a real incorporation into decision making processes. As a conclusion, we emphasize on the need to go further in the design of interpretation frameworks for techno-scientific controversies which are sensitive to the particular characteristics of Latin-American contexts and can promote genuine instances of citizen participation and intervention in the public control of science and technology.
