Abstract:
This paper analyzes the transformation of the education system in Argentina in the 90’s from the perspective of the Federal Act of Education. We believe that this act was a turning point in relation to the foundation of the school, in terms of roles and functions, rituals and imaginary, which were articulated in this institution during many years along the twentieth century. Our working hypothesis is that this new interpretation matrix was possible within a global framework reform driven by the “recommendations” of international lending agencies, and based on a scientific-technological rationality that permeated discourse, institutions and their educational practices. Quality-equity evaluation-efficiency are the typical lexemes of this new matrix that has redefined the ways of thinking the educational field. In this sense, we will analyze documents to address the relationship between the national educational policy and international organizations (BID and UNESCO), their contradictions, ambiguities and continuities. Thus, we reconstruct some common-sense assumptions that re-structured institutions, practices, ideas about education and its possibilities in Latin America - particularly in Argentina between 1993 and 2003.
